Your telegram of 26th. February it is intended that prohibitions of exportation should be administered with due regard to interests of Hongkong but it is not possible to give you general authority to grant dispensations nor in the absence of detailed trade statistics to form any definite opinion as to the extent to which such dispensations may be granted. Suggest you apply to me for authority as and when occasion arises describing course of trade and explaining how Hongkong interests affected. As regards commodities mentioned in your telegram your difficulty as to copra not understood seeing that only countries affected by prohibition are neutral countries in Europe other than Spain and Portugal. As regards lubricating ti oils you may after consulta- -tion with His Majesty's representative in countries concerned allow from time to time exportation to industrial undertakings in neighbouring countries which are usually supplied from Hongkong under stringent guarantees against re-exportation and in such quantities as are shown to be required for actual needs of under- -takings. An regards motor spirit and petroleum you may allow exportation to neighbouring countries on normal pre-war scale xiix always provided that you are satisfied that it is for local and non-enery consumption and you have liberty to consult His Majesty's representative in those countries in any case in which you have not in your possession data necessary to assure yourself that this condition is fulfilled. Hides and lead arriving at Hongkong from foreign countries for transhipment to places named in your tele- -gram may be allowed to proceed if to places in China subject to your being fully satisfied that they will be disposed of locally and to Japan and Philippine Islands subject to guarantees against
